Extend the existing AGENTS.md with a repository-level PR completion protocol.
Agents must inspect GitHub Actions, diagnose and fix in-scope CI failures, re-check the PR head, and escalate only genuine semantic, architectural, scope, or external blockers.
No package code, statistical behavior, APIs, or workflows are changed.
