fix(eve-extension): rebuild against eve 0.69.0, raise peer floor to >=0.69.0

eve 0.69.0 dropped the tool 59 / dynamicTool 56 / hook 29 contracts that the published @upstash/agentkit-eve-extension@0.14.0 (built with eve 0.68.0) requires, so npm i eve@latest @upstash/agentkit-eve-extension@latest installs cleanly and then fails eve build with "Selected module binding ... has no compile or runtime usage." This rebuilds the extension's dist against eve 0.69.0 (manifest now stamps tool 71 / dynamicTool 68 / hook 35), raises its eve peer floor from >=0.68.0 to >=0.69.0 — verified by packing the rebuilt tarball into a fresh consumer: eve 0.68.0 is rejected at install (ERESOLVE), eve 0.69.0 builds and mounts all contributions cleanly — and updates the extension's README/AGENTS.md and CLAUDE.md's version/contract notes to match, plus one new changeset (no unreleased changeset was pending for this bump; the previous 0.68.0 one already shipped in #50/#51).

packages/eve and examples/eve-demo are intentionally left on eve 0.65.0: packages/eve/src/sandbox.ts still imports MutableNetworkSandboxSession from eve/sandbox, a type eve removed in 0.66.0, so moving its pin higher is a genuine source-level port rather than a mechanical bump and is tracked separately.

Verified: extension unit tests, whole-repo build/typecheck/lint all green; examples/eve-extension-demo builds and its mocked-model eval passes (4/4 gates) on a live Redis instance. Some live-Redis test attempts were inconclusive due to the throwaway start-redis instance dying/rate-limiting mid-run, unrelated to this change (reproducible against unmodified main).
