replace brittle snippet editor Y offsets with explicit spacing tokens
add a full 24pt gap below the title field
preserve 14pt breathing room above enable toggles

Verification

BoardManPanelLayoutTests: 3/3 passed
full test suite: 70/70 passed
git diff --check passed
