Sunset PRC data commons - Phase 1
OCC and Bob decided we want to minimize the data commons for ChicagoLand Pandemic Response Commons to reduce cost, for which we want to turn off all the features except workspaces. This PR has changes in
values.yamlandgitops.jsonfor the same.
