Bump Twisted floor to 24.7.0 and build floors to setuptools 68 / wheel 0.42 - #254

…l 0.42 The Twisted floor of 17.9.0 (2017) is nine years old; raising it to 24.7.0 aligns with the Python 3.10-3.14 matrix we now target and lets users pick up any future Twisted security release (e.g. the pending twisted.names.dns.Name.decode decompression DoS) via a normal dependency upgrade instead of the ldaptor floor blocking them. MANIFEST.in is entirely ASCII, so the setuptools NFC/NFD-normalization advisory does not affect our sdist -- but modernising the build toolchain is still cheap hygiene.
