Document native unified Routines with schedule and event triggers across the human ChatKit/state guides and canonical agent instructions.

Documentation validation will run after the coordinated API is deployed so generated provider catalogs can be refreshed against the public API.
Merge order
Draft and blocked on trytilde/api PR #168. Merge/deploy the API first, regenerate the public tool-provider catalog, then merge this docs PR.
