What changed

• ship LICENSE and NOTICE with the installable skill
• make the SM120 lane portable while preserving path isolation
• enforce the hard deadline and durable checkpoint state in open-iter
• migrate only unversioned schema identities and document legacy protocol IDs
• clarify release, compatibility, and installation boundaries

Why

The standalone release still exposed maintainer paths, omitted legal files from subdirectory installs, and left one profiler path outside the canonical deadline state machine.

Validation

• 1,122 project tests passed; 9 physical GPU opt-in tests skipped
• 14 installed-skill tests passed
• self_check PASS
• compileall, shellcheck, and git diff --check passed
• independent diff review found no remaining Critical or Important blockers
