Adds §8 to docs/roadmap/STATE_BINARY_STREAMING.md — a PLANNED, spec-only application showcase for the live A/V pipeline. No code; roadmap text only (the actual build is a later, separately-approved effort).

Built on substrate already landed (stream node + stream_view widget + SDL camera/audio capture + audio-output sink). The spec covers:

  • Two modes — ortho viewport-fill "fullscreen" (the framerate proof: video at a good framerate filling the screen) and a draggable stream_view window (the single tile of a future video-conference grid).
  • Reusable Ariadne DSL components — stream_viewport, stream_window, camera_settings, mic_controls, av_menu — with a DSL-first app composition; everything the user touches is an importable .ari component other Ariadne apps can build on.
  • Small new capabilities enumerated — ortho viewport-fill quad, a pure record/replay buffer for mic record→playback, mode-conditional view.
  • Framerate/validation, docs/examples plan, and an explicit libcvc-side (not an engagement demo) scope note.

Conflicts:
- cvcpkg/recipes/{cvcgl,cvcgl-cuda,cvcgl-examples}/recipe.yaml: #537 took
  cvcgl 18, cvcgl-cuda 3 and cvcgl-examples 17 for the wasm app contract, above
  the revisions this branch had set aside (17, 2, 16). Master's bump comments
  are kept; this branch's revisions move to the next number above master's and
  above the highest published on any platform (cvcgl 16, cvcgl-examples 15,
  cvcgl-cuda none): cvcgl 19, cvcgl-cuda 4, cvcgl-examples 18. libcvc stays at
  17 (master 15, published 16).
- src/cvcGL/CMakeLists.txt: both installs kept -- master's wasm state shim and
  this branch's THIRD_PARTY_NOTICES.md. The test region merged clean: master's
  JS-test registration and its REMOVE_ITEM additions, one GL-test lock block.
