I think automatic npm dependency updates are too risky. There are too many breaking changes in the web ecosystem packages we use. I update them manually from time to time, and nearly every second update introduces some kind of breaking change. |

I can drop the npm one, if desired. What do you think about the github actions one? |

I think auto updating the GitHub actions is ok. Even if they break something, it does not hurt ;) |

This adds a config for dependabot to update npm dependencies weekly (can be combined later if too noisy) and github actions (currently no github actions in place).
