P1 Badge Use a minor version for the storage type break

When a downstream host constructs the public LedgerStorage through LedgerStorage::new or LedgerStorage::from_scoped, those APIs expose DocumentStore, StreamStore, and ScopedStorage from tinystoragedrivers-core; changing that dependency from 0.7 to 0.8 changes the identities of those public types and makes existing 0.23.0 integrations fail to compile until they upgrade their storage dependency. Publishing this as 0.23.1 therefore presents a breaking API change as patch-compatible; release the workspace as 0.24.0 instead.
