[to #48] Create actions for CDC

What problem does this PR solve?

Issue Number: to #48

Problem Description: TiKV CDC Development

What is changed and how does it work?

• Create Github actions for CDC. (Refer to https://github.com/PingCAP-QE/devops-config/blob/main/tikv-migration/tikv-migration-verify-pipeline.yaml)
• Remove failed test case of sorter, which is removed by [to #48] modify TiDB CDC to TiKV CDC #74
• Remove failed test case move_table, which is unnecessary for RawKV.
• Prolong timeout in clientSuite.TestRegionWorkerExitWhenIsIdle to make CI stable.
• Other tiny fixes.
