Define the independent model and GPU control-plane boundary
Adds ADR-0007, separates current gateway behavior from the target hybrid control plane, defines seven governed resources and eight product domains, removes normative local-inference-stack coupling, keeps local Qwen as an optional reference adapter, and stages follow-up delivery without claiming GPU scheduling or deployment APIs are shipped.
