Shouldn't the commands be added to latex-document ?

Most of them are already contained in latex-document.cwl.

Exceptions:

• \begin{appendix} is invalid form. The valid form \appendix is already in latex-document.cwl.
• \centerline{text} is recorded in tex.cwl and plaintex.cwl.

So in short, all of the entries in latex-l2tabu.cwl are handled.
