terraphim-ai monorepo (Gitea #1910). Depends on terraphim-core,
terraphim-config-persistence and terraphim-service (incl. spawner) via the
Terraphim org registry.
This repo is gated by native-ci plus the ADF verdict agents
(adf/pr-reviewer, adf/validation, adf/verification) once enabled via the
shared multi-project agent registration (#2175).
