Compatible jobs in different workflows currently cannot reuse each other's dependency cache, even with the same
key, because the cache scope includes the workflow and job identities.Add optional
cache-owner: workflow.yml/job-idto reuse an existing job's scope in the same repository. The default scope and existing entries remain compatible. Repository, build-key, working-directory, and branch separation remain in place; builds still restore archives to local disk.This enables CEI #2539 to reuse the platform dataplane build's Rust cache for its Cloud Hypervisor capture helper.
