What does this PR do?
Documents Workflow Streams for the .NET SDK v1.20.0, including publishing, subscribing, Continue-As-New, deduplication, and LLM streaming. Adds the guide to .NET navigation and links it from the conceptual Workflow Streams page.
Notes to reviewers
Workflow Streams is not released in the .NET SDK yet. This PR is intentionally a draft until the v1.20.0 package, API reference, and samples are available.
