What changes\n- reconcile dead managed local workers before queue snapshots and capacity admission\n- reconcile before local job status so stale work cannot appear active\n- preserve legacy waiting records that have no process evidence\n\n## Why\nA killed worker could leave a job marked running and keep its lease alive. Elsewhere then reported a busy queue while the laptop was idle and blocked unrelated work.\n\n## Validation\n- complete quality gate: 230 tests passed\n- Ruff, version sync, compileall, public-content boundary, documentation links, CI declarations, and onboarding checks passed\n- regression proves a dead worker moves to failed history, releases capacity, and permits the next admission
