Advance the package, CLI and Codex plugin to 0.3.0a1 for the persistent-workspace and cost-comparison milestone. Update the changelog, pin README installation to the release tag, and document the explicitly approved alpha publication with its evidence gaps.
Validation: 230 tests, lint and compilation, coverage gate (56%), archive-content checks, and fresh-wheel CLI smoke passed for the runtime candidate. Static public readiness passes 8/8. Operational maturity returns 17/25; independent-user and release-matched lifecycle evidence remain outstanding and are disclosed in the release status. Existing evidence gates are unchanged; this alpha publication is not beta certification.
