This PR updates all platforms to build and test against 6.4 instead of 6.3. We still test against main too.

Amazon Linux 2 workflows are removed as we no longer support Amazon Linux 2.

Checklist:

  • Code and documentation should follow the style of the Style Guide.
  • If public symbols are renamed or modified, DocC references should be updated.

This PR updates all platforms except macOS/iOS to build and test against 6.4
instead of 6.3. We still test against main too. Darwin support is pending the
Xcode 27 beta being available in CI.

Merging #1745 may fix some of these CI failures, as I update the official workflow version there and haven't seen these failures, possibly because the official workflow has switched to swift-build.

We're blocked on a compiler bug on Android right now so we can't merge that PR anyway. Looks like that's been resolved.

iOS failure looks like same error as swiftlang/swift-build#1357, could be triggered by some other path now.

The iOS failure appears to be internal to Xcode, but I don't know exactly why it would be failing on the 27 beta and not 26.5.

Xcode 26.5 uses Swift 6.3, while the Xcode 27 beta uses a Swift 6.4 snapshot?

With the two remaining issues in mind (neither of which appears to be a problem in our repo), we're merging this now.
