swift-ci.yml takes no inputs after the reduction (no caller-selected behavior); the stale lint-bundle input has produced startup_failure on every main run since 2026-08-16. Behavior-preserving workflow-caller fix; hosted CI is the gate. Fleet-green campaign: swift-institute/.github#600.
