Compile the committed changelog fragments into
CHANGELOG.mdso the 7.0.7 release cut has current generated notes. This is the canonical compiler output; package and runtime files are unchanged.Validation: changelog compiler parity, release consistency, and whitespace checks. The distribution PR carries artifact verification, native qualification, and independent review evidence; this mechanical update does not replace them. The signed release tag remains a later action.
