P1 Badge Update the pinned-SHA contract alongside the action

This SHA change leaves tests/test_ci_security_contract.py::test_release_provisions_pinned_uv_before_schema_validation searching for the previous 20cfd1... pin, so the required unit-test command now raises ValueError; the same suite runs in every CI Python leg and in the release workflow, blocking both CI and releases until the assertion is updated to the new SHA.
