Closes #884.

What broke

A Conductor tenant fork now gets past checkout (#876) and the OpenTofu install (#874). On the Forgejo runner it failed at the next step:

sudo: command not found (exit 127, in the cloudflared install)

The runner's job image is node:22-bookworm. It runs as root, and it has none of sudo, jq, the AWS CLI or pip. The lifecycle workflows were written for GitHub's ubuntu-latest, which ships all of them.

With sudo fixed, jq, the AWS CLI and PyYAML would each have been the next failure.

Approach (option B from #884)

The workflows install what they need, the way #874 does for OpenTofu. The job image stays small and unchanged, and there is no third-party runner image.

install-tool.sh

New .github/scripts/install-tool.sh <jq|cloudflared|awscli>. For each tool it:

Tool Version How the checksum was verified
jq 1.8.2 the release's sha256sum.txt, GitHub's asset digest and the download all agree
cloudflared 2026.9.1 the release notes, GitHub's asset digest and the download all agree
AWS CLI v2 (official installer) 2.36.47 PGP signature checked against the key in the AWS CLI install guide, fingerprint FB5D B77F … 4672 475C: "Good signature" for both zips, "BAD signature" when the files are swapped

Workflow changes

What Where
sudo mv cloudflared … → install-tool.sh cloudflared (the version is now pinned; it used to be latest) setup-control-plane, spin-up, teardown, nexus-bootstrap
install-tool.sh jq, right after checkout and before log-to-d1.sh first needs it setup-control-plane, spin-up, teardown, destroy-all, teardown-snapshot
install-tool.sh awscli setup-control-plane (R2 credential validation, bucket cleanup), destroy-all (bucket deletion)
after uv sync, .venv/bin goes first on GITHUB_PATH every job that syncs, and nexus-bootstrap
setup-uv + uv sync added setup-control-plane, which had no uv

Why the PATH change. generate-services-tfvars.py, sync-deployed-state.sh and sync-firewall-rules.sh import PyYAML under python3, and PyYAML is a runtime dependency of the project. With .venv/bin first on PATH, python3 resolves to the project environment, which has it.

Guards

tests/unit/test_job_toolchain.py

A lifecycle job may use, beyond the image's baseline, only what an earlier line of the same job installed. sudo and apt-get are never allowed. The guard:

  • follows local composite actions and the scripts a step calls;
  • counts ssh … nexus and nexus_deploy run-pipeline|s3-snapshot as needing cloudflared, because it is the SSH ProxyCommand;
  • exempts gh in repo-secret.sh, which runs only on github.com.

The rule has its own parametrised tests, including the order of an install and a use within one step.

Reverts. Removing any single install is caught. That includes cloudflared in nexus-bootstrap, which a first version of the guard missed.

.github/workflows/job-image-toolchain.yaml

A new CI job that runs in node:22-bookworm on pull requests touching the installers, the actions, the runner config or the Python lock. It:

  • installs everything;
  • checks that each tool answers from PATH;
  • renders the real services.yaml with generate-services-tfvars.py, not just import yaml.

Tests keep its image equal to the runner's label image, and its installs a superset of the lifecycle jobs'. This PR triggers it, so its first run is part of this PR's checks.

tests/unit/test_install_tool.py

  • pins are well-formed and differ per architecture;
  • refusals for a wrong argument, a non-Linux runner and an unpinned architecture;
  • a checksum mismatch for every tool and architecture: URL asserted, nothing installed, PATH untouched;
  • no sudo and no early reader in the script.

Four reverts, each caught.

pytest tests/unit: 3519 passed. Pre-commit (actionlint, shellcheck, mypy): all hooks pass.

Docs

  • docs/stacks/forgejo-runner.md: what the job image contains, what installs the rest, and what the two guards do and do not prove.
  • CLAUDE.md: the rule, under Development Guidelines.

Not verified yet

A whole lifecycle run on the Forgejo runner. Every fix so far moved the failure one step further, so only a complete initial-setup.yaml run on a Conductor fork settles #884. That needs a release with both this PR and #885 (the exit-141 fix in the OpenTofu install).

Release order: merge #885 and this PR, then cut the release.

Also not re-checked: install-opentofu.sh on main still has the | head from #883. The CI job above can therefore fail at random in its OpenTofu step until #885 is merged.

Reviewer's Guide

This PR makes lifecycle workflows independent of GitHub's preinstalled tooling by installing pinned, checksum-verified jq, cloudflared, and AWS CLI binaries without root, supplying PyYAML through the synced project environment, and enforcing the install-before-use contract with static analysis and a matching node:22-bookworm CI job.

File-Level Changes

Change Details Files
Added a portable, non-root installer for lifecycle tools with architecture-specific release pins and integrity verification.
  • Downloads jq, cloudflared, and AWS CLI v2 for amd64/arm64.
  • Verifies checksums and validates installed versions before exposing binaries through GITHUB_PATH.
  • Uses RUNNER_TEMP and avoids sudo; supports AWS CLI extraction with an unzip fallback.
.github/scripts/install-tool.sh
tests/unit/test_install_tool.py
Updated lifecycle workflows and the nexus bootstrap action to provision all dependencies missing from the Forgejo job image.
  • Installs jq, cloudflared, and AWS CLI before their first uses.
  • Pins cloudflared instead of downloading latest and removes sudo-based installation.
  • Adds uv synchronization where needed and prepends the project virtual environment so python3 can import PyYAML.
  • Applies the dependency setup across setup, spin-up, teardown, snapshot, destroy, and bootstrap paths.

.github/workflows/setup-control-plane.yaml
.github/workflows/spin-up.yml
.github/workflows/teardown.yml
.github/workflows/teardown-snapshot.yml
.github/workflows/teardown-snapshot.yml
.github/workflows/destroy-all.yml
Added static and container-based CI guards for lifecycle toolchain completeness.
  • Analyzes lifecycle workflows, local composite actions, and referenced scripts to enforce install-before-use ordering.
  • Flags sudo and apt usage, detects cloudflared requirements for Nexus SSH and deployment commands, and covers same-step ordering.
  • Runs the complete toolchain in node:22-bookworm, checks PATH availability, PyYAML, and real services.yaml rendering.
  • Verifies the CI container matches the Forgejo runner image and installs a superset of lifecycle dependencies.
tests/unit/test_job_toolchain.py
.github/workflows/job-image-toolchain.yaml
Documented the Forgejo runner image contract and the lifecycle dependency-installation rule.
  • Records the image's present and missing tools and the supported installation sources.
  • Documents the static guard and image-based CI check, including their whole-lifecycle verification limitation.
  • Adds development guidance prohibiting sudo and apt-based lifecycle setup.

Assessment against linked issues

Issue Objective Addressed Explanation
#884 Make all lifecycle workflows independent of the Forgejo job image by avoiding sudo/apt-get assumptions and installing jq, cloudflared, the AWS CLI, OpenTofu, uv, and PyYAML dependencies before use. ✅
#884 Add automated safeguards and CI coverage to ensure lifecycle workflows install required tools in the correct order and that the installers work inside the actual Forgejo runner image. ✅
#884 Verify that initial-setup.yaml completes successfully on a Conductor fork using the Conductor-Stack Forgejo runner. ❌ The PR explicitly states that a complete Forgejo lifecycle run has not been performed. It only verifies tool installation and rendering in CI, and notes that a release containing this PR and #885 is still required before the end-to-end run can be tested.

Round 1 on #886, plus the first run of the new CI job.

CI (job-image-toolchain, run 35239631508): every install succeeded
inside node:22-bookworm, running as uid 0:

- jq-1.8.2
- cloudflared 2026.9.1
- aws-cli/2.36.47
- OpenTofu v1.12.6
- uv, and `uv sync`

The final check failed with "set: Illegal option -o pipefail": on
GitHub, a container job defaults to `sh`. The Forgejo runner runs steps
with bash (its error in #884 has bash's "line 4:" format), so the job
now sets `defaults.run.shell: bash`. A test pins it.

4038687324 (job-image-toolchain.yaml:46) and 4038687337
(setup-control-plane.yaml:203): fixed. The local round dismissed this
by pointing at #652, but .coderabbit.yaml asks for exactly this when a
third-party `uses:` line is added or modified. Both added lines are now
pinned to a commit:

- actions/checkout@fbc6f399 (v5.1.0)
- astral-sh/setup-uv@caf0cab7 (v3.2.4, the commit v3 points to)

Both commits are also on data.forgejo.org, which the Forgejo runner
resolves actions from (fetched by SHA; a made-up SHA is refused). The
untouched `@vN` lines elsewhere stay for #652.

Trigger toolchain validation for lifecycle workflow changes.

.github/workflows/job-image-toolchain.yaml:17-27 does not include lifecycle workflow paths. A pull request that changes only initial-setup.yaml, setup-control-plane.yaml, spin-up.yml, teardown.yml, destroy-all.yml, spin-up-snapshot.yml, or teardown-snapshot.yml therefore does not run the node:22-bookworm validation job. Add .github/workflows/** or these lifecycle workflow paths to pull_request.paths.

Round 2 on #886. CodeRabbit, outside the diff (job-image-toolchain.yaml
:1-20): a pull request that changes only a lifecycle workflow does not
trigger the node:22-bookworm job.

Checking that uncovered a larger gap. `CI: Python Tests` did not run for
changes under .github/workflows/, .github/actions/ or .github/scripts/,
except for its own file. The tests that guard exactly those files
therefore never ran on a pull request that touched only them:

- test_job_toolchain.py: no job uses a tool before installing it, and
  none uses sudo;
- test_install_opentofu.py;
- test_sigpipe_under_pipefail.py and test_install_tool.py.

python-tests.yml now also triggers on those three directories, for
pull_request and push. A test pins it (mutation-checked).

The container job itself keeps its paths. It exercises the installers,
which a workflow edit does not change. Whether a workflow uses a tool it
does not install is decided by test_job_toolchain.py, which now runs
for such an edit.

Re the outside-diff finding in the review of cdded4fc (Trigger toolchain validation for lifecycle workflow changes, job-image-toolchain.yaml:1-20): addressed differently, in 80c62bf.

Checking it uncovered a larger gap. CI: Python Tests did not run for changes under .github/workflows/, .github/actions/ or .github/scripts/. So the tests that guard those files — test_job_toolchain.py among them (no tool used before it is installed, no sudo) — never ran on a pull request that touched only them. python-tests.yml now triggers on those three directories, and a test pins it.

The container job keeps its paths. It exercises the installers, which a workflow edit does not change. Whether an edited workflow uses a tool it never installs is decided by test_job_toolchain.py, which now runs for exactly that edit.

A Conductor tenant fork got past checkout and the OpenTofu install
and failed at the next step on the Forgejo runner: `sudo: command
not found` (#884). The job image is node:22-bookworm. It runs as root
and has no sudo, jq, AWS CLI or pip. The lifecycle workflows were
written for GitHub's ubuntu-latest, which has all of them.

Chosen option: the workflows install what they need, as #874 did for
OpenTofu. The image stays small and unchanged.

- New .github/scripts/install-tool.sh <jq|cloudflared|awscli>. It
  installs a pinned version, checks it against a pinned checksum
  (amd64 and arm64), installs into $RUNNER_TEMP without root, reads
  the version back without a pipe (#883), and adds the directory to
  GITHUB_PATH.
  - jq 1.8.2: sha256sum.txt, GitHub's asset digest and the download
    agree.
  - cloudflared 2026.9.1: the release notes, GitHub's asset digest and
    the download agree.
  - AWS CLI 2.36.47, the official v2 installer: PGP signature verified
    against the key from the AWS install guide (fingerprint FB5D B77F
    ... 4672 475C), "Good signature" for both zips and "BAD signature"
    when the files are swapped. Installed with --install-dir and
    --bin-dir under $RUNNER_TEMP.
- cloudflared: the four `sudo mv` installs (setup-control-plane,
  spin-up, teardown, nexus-bootstrap) call the script instead. The
  version is pinned now, where it used to be `latest`.
- jq: installed right after checkout in setup-control-plane, spin-up,
  teardown, destroy-all and teardown-snapshot, before log-to-d1.sh
  first needs it.
- AWS CLI: installed in setup-control-plane (R2 credential validation,
  bucket cleanup) and in destroy-all (bucket deletion).
- PyYAML: generate-services-tfvars.py, sync-deployed-state.sh and
  sync-firewall-rules.sh import it with `python3`. After
  `uv sync --frozen --no-dev`, `.venv/bin` now goes first on
  GITHUB_PATH, and pyyaml is a runtime dependency. setup-control-plane
  had no uv and now sets it up.

Guard (tests/unit/test_job_toolchain.py): each lifecycle job may use,
beyond the image's baseline, only what an earlier step of the same job
installed. sudo and apt-get are never allowed. It follows local
composite actions and the scripts a step calls, and it counts
`ssh … nexus` and `nexus_deploy run-pipeline|s3-snapshot` as needing
cloudflared (the ProxyCommand). repo-secret.sh's gh is exempt: it is
used only on github.com. The rule has its own parametrised tests.
Reverting any install is caught, including cloudflared in
nexus-bootstrap, which a first version missed because nexus_deploy
uses it only through the SSH config.

CI (job-image-toolchain.yaml): on pull requests that touch the
installers, the actions, the runner config or the Python lock, a job
runs in node:22-bookworm. It installs everything, checks that each
tool answers from PATH, and renders the real services.yaml with
generate-services-tfvars.py. Tests keep its image equal to the
runner's label image and its installs a superset of the lifecycle
jobs'.

tests/unit/test_install_tool.py: pins well-formed and distinct per
architecture; refusals for a wrong argument, a non-Linux runner and an
unpinned architecture; a checksum mismatch for every tool and
architecture (URL asserted, nothing installed, PATH untouched); no
sudo and no early reader in the script. Four reverts, each caught.

Docs: forgejo-runner.md lists what the job image contains and what
installs the rest. CLAUDE.md has the rule under Development
Guidelines.

Not verified here: a whole lifecycle run on the Forgejo runner. That
needs a release and a Conductor fork dispatch.

Closes #884
Local CodeRabbit round on 4b222ed: 3 findings, 2 themes.

Fixed (minor, test_job_toolchain.py): the guard merged a step's
installs before checking its uses, so a step that used jq on one line
and installed it on a later one passed. It now walks each step line by
line. An installer line only provides; its arguments are not uses.
New cases cover both orders in one step and a python3 call before the
`uv sync` that provides PyYAML. The six workflow reverts are still
caught.

Dismissed (major, twice): pin astral-sh/setup-uv and actions/checkout
to commit SHAs in setup-control-plane.yaml and job-image-toolchain.yaml.
Every other workflow uses the same tags, and pinning actions across the
repository is #652, which should decide it once rather than per file.
Round 1 on #886, plus the first run of the new CI job.

CI (job-image-toolchain, run 35239631508): every install succeeded
inside node:22-bookworm, running as uid 0:

- jq-1.8.2
- cloudflared 2026.9.1
- aws-cli/2.36.47
- OpenTofu v1.12.6
- uv, and `uv sync`

The final check failed with "set: Illegal option -o pipefail": on
GitHub, a container job defaults to `sh`. The Forgejo runner runs steps
with bash (its error in #884 has bash's "line 4:" format), so the job
now sets `defaults.run.shell: bash`. A test pins it.

4038687324 (job-image-toolchain.yaml:46) and 4038687337
(setup-control-plane.yaml:203): fixed. The local round dismissed this
by pointing at #652, but .coderabbit.yaml asks for exactly this when a
third-party `uses:` line is added or modified. Both added lines are now
pinned to a commit:

- actions/checkout@fbc6f399 (v5.1.0)
- astral-sh/setup-uv@caf0cab7 (v3.2.4, the commit v3 points to)

Both commits are also on data.forgejo.org, which the Forgejo runner
resolves actions from (fetched by SHA; a made-up SHA is refused). The
untouched `@vN` lines elsewhere stay for #652.
Round 2 on #886. CodeRabbit, outside the diff (job-image-toolchain.yaml
:1-20): a pull request that changes only a lifecycle workflow does not
trigger the node:22-bookworm job.

Checking that uncovered a larger gap. `CI: Python Tests` did not run for

except for its own file. The tests that guard exactly those files
therefore never ran on a pull request that touched only them:

The container job itself keeps its paths. It exercises the installers,
which a workflow edit does not change. Whether a workflow uses a tool it
does not install is decided by test_job_toolchain.py, which now runs
for such an edit.

Closes #897.

## What broke

A spin-up on a Forgejo runner got through the whole server build and
stopped in pre-bootstrap:

```text
✅ Cloudflare Tunnel installed on attempt 1
  ✗ stack-sync: failed — transport (FileNotFoundError)
```

`rsync` is not in the runner's job image. Measured against the image the
runner declares:

| Present | Missing |
|---|---|
| `ssh`, `scp`, `tar` 1.34, `gzip`, `openssl`, `ssh-keygen` | `rsync` |

Python raises `FileNotFoundError` for a missing executable. It is an
`OSError`, so it landed in the phase's transport arm and was reported as
a transport failure — which reads like a network fault and is a missing
binary. GitHub's `ubuntu-latest` ships rsync, so this cannot reproduce
upstream.

## Approach

`_remote.push_directory` picks the transport at call time: **rsync when
it is on PATH** — every GitHub runner, so that path is byte-for-byte
unchanged — and **tar over ssh when it is not**.

### Why not install rsync

That option was measured rather than argued, and it works: the `rsync`
and `libpopt0` packages extract without root, and with `LD_LIBRARY_PATH`
the image has a working `rsync 3.2.7`.

It was rejected because **the pin rots**. The project installs pinned
tools with pinned checksums (`install-tool.sh`), and Debian removes old
point releases from its pool — the first URL tried,
`rsync_3.2.7-1+deb12u3`, already 404s; only `deb12u6` remains. An
installer whose artifact disappears on Debian's schedule produces a
deploy failure months later that looks unrelated to the commit that
caused it. That is a worse failure than the one being fixed.

`snapshot.debian.org` keeps every version forever and would fix the rot,
at the cost of putting a slow, rate-limited archive in the path of every
deploy. One problem traded for another.

### How the fallback is built

```text
tar -C <local> -cf <archive> .
ssh <host> "set -eu; mkdir -p -- <path>[; find <path> -mindepth 1 -delete]; tar -C <path> -xpf - --no-same-owner"  < archive
```

Four deliberate choices:

- **An archive file, not `tar | ssh`.** A pipeline hides the writer's
exit status behind the reader's, which is the shape of #883. Here each
half is a separate call whose status is checked on its own.
- **`set -eu`, not `set -euo pipefail`.** `ssh host "<cmd>"` runs in the
remote account's login shell, which is not guaranteed to be bash; dash
answers `-o pipefail` with "Illegal option", exactly as a container job
did in #886. There is no pipeline here for pipefail to protect.
- **`--no-same-owner`.** The numeric uid of whatever account the CI job
runs as means nothing on the server, and every destination here is
root-owned service configuration. Modes are preserved, which is what the
0600 Infisical payload needs.
- **The archive keeps `mkstemp`'s 0600 and is removed in a `finally`**,
including when ssh fails — one caller pushes secret values through it.

`SSHClient.rsync_to` carried its own copy of the rsync invocation,
identical and identically broken. It now delegates, so the codebase has
one transport rather than two.

### The diagnostic

`_transport_detail` no longer calls a missing program a transport
failure:

```text
executable not found: rsync (not installed in this job image)
```

A missing binary and a dropped connection need different fixes, and the
old wording sent the reader to the network.

## Guards

`tests/unit/test_push_directory.py`, 14 tests. The tar path runs **for
real**: a fake `ssh` on PATH executes the remote command locally, so the
assertions are about which files arrived and with which modes — the
argument list was never the thing that broke.

Covered: dotfiles (every stack carries a rendered `.env`), 0600 modes, a
destination created when missing, contents-not-the-directory,
`delete=True` clearing stale files including hidden ones, no-delete
keeping server-generated files, a failing ssh raising
`CalledProcessError` with `stderr` (which `stack_sync` prints per
service), a refused `host`-without-path, no archive left behind, a POSIX
remote script, and a quoted remote path.

**Eight mutations, each caught by the intended test:** no fallback, no
`mkdir -p`, no `find -delete`, dotfiles excluded from the archive, no
`host:path` validation, no cleanup of the archive, `pipefail` back in
the remote script, and an unquoted destination.

**One of them was not caught at first, and the test was wrong rather
than the code.** `test_no_archive_is_left_behind` set `TMPDIR`, but
`tempfile` resolves and caches its directory on first use, so the
assertion inspected a directory nothing had ever written to and passed
for the wrong reason. It now patches `tempfile.tempdir`.

**Two existing test files would have passed here and failed on the
target machine.** `test_remote.py` and `test_ssh.py` pinned the rsync
argv but not the transport, so on a job image without rsync they would
fail — on the very machine the fallback exists for. Each now takes an
explicit `rsync_installed` fixture.

## Measured end to end

The full unit suite passes **with a PATH that contains no rsync at all**
— 3643 passed — which is the environment a Conductor fork's CI actually
runs in.

`pytest tests/unit`: 3643 passed. Pre-commit (ruff, mypy strict,
shellcheck, actionlint): all hooks pass.

## Not verified yet

**A real spin-up on the Forgejo runner.** The transport is exercised
against a local fake ssh, not against the server, and the phase that
failed is the one after the last verified step. The next Conductor
lifecycle is what settles it.

## Side finding, filed separately

A static sweep of every executable the deploy package spawns turned up
one more that the job image lacks: **`htpasswd`**, whose docstring
states that *"every CI runner that runs this code has apache2-utils
installed"*. It bites only when Filestash is enabled, and the fix is a
dependency decision rather than a bug fix — filed as #898.

```text
  9  ssh          present
  5  tofu         installed by install-opentofu.sh
  1  ssh-keygen   present
  1  scp          present
  1  tar          present
  1  htpasswd     MISSING
```

## Local CodeRabbit round

Reviewed **`c04a6ba8`**: 1 finding, valid, fixed in `f8135050`.

- **Fixed (major):** `set -euo pipefail` in the remote script makes it
bash-only for no benefit. Now `set -eu`, with a guard that fails if
`pipefail` returns.

An earlier attempt at the round could not run (rate limit, all included
reviews used); this one did. `f8135050` itself was not reviewed locally;
this review covers it.

## Summary by Sourcery

Support stack deployment from runner images without rsync while
preserving existing synchronization behavior and improving failure
diagnostics.

New Features:
- Add automatic directory synchronization using rsync when available and
tar over SSH otherwise.

Bug Fixes:
- Allow deployments to copy stacks on runner images without rsync.
- Report missing executables as job-image dependency issues instead of
transport failures.

Enhancements:
- Preserve directory contents, hidden files, file modes, deletion
behavior, error reporting, and temporary archive cleanup across both
transports.
- Centralize directory-push behavior so SSH-based callers share the same
transport implementation.

Tests:
- Add coverage for both transports, archive cleanup, POSIX-compatible
remote commands, path quoting, synchronization semantics, and
missing-executable diagnostics.
