`steer-core==0.2.20` was an exact pin, which made the steer-core 0.2.21 deserialization security patch uninstallable without rebuilding this package. Widened to `>=0.2.21,<0.3`: a deploy's reproducibility comes from its vendored wheel set, not from pins between the sibling packages.
