Describe the bug

npm install fails for pristine Angular starter projects immediately after creation.

Steps to reproduce

1. Go to the StackBlitz "Dashboard" view.
2. Select the "Angular - TypeScript" starter project.
3. Observe npm install && npm start running in the initialized terminal.
4. Observe the command output: npm error A complete log of this run can be found in: /home/.npm/_logs/...

Expected behavior

The starter project's initial setup commands should succeed.

Parity with Local

• I have run the project in my local machine and I could not reproduce the issue.
