What

Adds the first community plugin to the marketplace index: taranttoola-create.russian — a Russian language pack for the Orca interface.

• Source: https://github.com/taranttoola-create/orca-russian (pinned to tag v1.2.0)
• Coverage: ~13,700 translated UI strings (menus, settings, palettes, dashboards, worktree tabs, dialogs, browser, terminal, onboarding); the settings search index also understands Russian words
• Content: a single locales/ru.json catalog (~15,400 entries, 1.1 MB) — no executable code, no capabilities
• Compatibility: engines.orca >= 1.4.169, verified against the current 1.4.197 install pipeline (manifest schema, artifact validation, catalog validation, reserved-identity rule)
• Categories: languages (no official — this is a community entry)

Context: the translation effort is being coordinated in stablyai/orca#17913. Note the plugin id is russian rather than orca-russian precisely because the orca- prefix is reserved for stablyai plugins — versions 1.1.x with the old id fail to install on Orca 1.4.196+.
