OPEN_SOURCE_READINESS.md.Why
The publication-readiness notes are no longer wanted in the repository. This uses a normal deletion commit and keeps existing Git history intact.
Effect
The repository no longer presents or links to the old release-readiness notes. Branch protection and existing commit history remain unchanged.
