This PR transitions the
org.springframework.ai.image.observationpackage to JSpecify@NullMarked, updating the annotations inpackage-info.java, adding@Nullabledeclarations in the builder, and introducing necessary null-safety checks in the convention and builder to ensure compliance with NullAway rules.
