Summary

  • Adds CHANGELOG.md with the 2.0.0 notes.
  • publish.yml gets a release job. After the PyPI publish step, it creates the GitHub release v<version>:
    • the release notes are the matching CHANGELOG section plus a PyPI link;
    • the wheel and sdist are attached;
    • if the release already exists, the job skips.
  • The workflow now also runs when CHANGELOG.md changes.

Merging this creates the v2.0.0 release. Because 2.0.0 is already on PyPI, the publish step skips it.
