Bumps the Go version to 1.27 in
go.mod,.tool-versions, and the GitHub Actions workflow Go version pins.golangci-lint v1 cannot typecheck Go 1.27 code, so this also upgrades
golangci-lint-actionto v9.2.0 (golangci-lint v2, matchingsourcegraph-accounts) and migrates.golangci.ymlto the v2 format with equivalent settings.Created by a Sourcegraph agentic batch change.
