chore: regenerate_train_data accepts API key and https URL

Motivation

Allow users of scripts/regenerate_train_data.py to use API URL that requires API key and/or begins with https://.

Modifications

• Adds --api-key argument to scripts/regenerate_train_data.py, which defaults to "None" (original behavior).
• Adds normalize_server_address helper to scripts/regenerate_train_data.py, which only prepends http:// to --server-address argument if neither http:// nor https:// are already present
