Create Sarah's App for a simple, focused display of “tiffany” in sky blue.

Changes

• Add the new Datadog App workspace with its assigned app identifier.
• Render a responsive, centered sky-blue “tiffany” heading.
• Register the app and workspace link in the root lockfile.

Testing

• npm ci --ignore-scripts
• npm run typecheck -w apps/sarah-s-app-wed-sep-2-4-33-07-pm
• npm run lint -w apps/sarah-s-app-wed-sep-2-4-33-07-pm
• npm run build -w apps/sarah-s-app-wed-sep-2-4-33-07-pm
• Rendered the app in Chromium and captured a screenshot.
