Add Sarah display app

Summary

Adds a new Datadog App workspace for Sarah's App Wed, Aug 19, 2:12:37 pm that renders the requested sarah text.

Changes

• Added apps/sarah-s-app-wed-aug-19-2-12-37-pm with React, Vite, Datadog app configuration, and the required metadata name.
• Implemented a minimal centered UI that displays sarah.
• Regenerated the root npm lockfile so the new app workspace and workspace link are represented.

Testing/Validation

• npm install --ignore-scripts
• npm ci --ignore-scripts
• npm run typecheck -w apps/sarah-s-app-wed-aug-19-2-12-37-pm
• npm run lint -w apps/sarah-s-app-wed-aug-19-2-12-37-pm
• npm run build -w apps/sarah-s-app-wed-aug-19-2-12-37-pm
• Browser validation against http://127.0.0.1:5173/ confirmed the page renders sarah.
