setup-android v3 asks sdkmanager for `tools`, which Google no longer serves, so every Build and CodeQL job died before Gradle ran. Co-authored-by: Cursor <cursoragent@cursor.com>

Every recent Build Android App and CodeQL Analysis run failed in Setup Android SDK, before Gradle started.
