ci: publish pinned artifact upload v7.0.1

Publish the artifact action upgrade requested by #124 with upload-artifact v7.0.1 pinned to 043fb46d1a93c77aae656e7c1c64a875d1fc6a0a. Preserve artifact naming, report path, missing-file handling, ZIP default and workflow permissions.

The original Dependabot commit has no ticket intent in its first material commit. This replacement preserves that remote history and puts ticket-090 in the first implementation commit. Prerequisite #131 adopts the published immutable-pin/main-import fix; it passed 723 tests and both required Python CI versions.

Validation: managed governance, Docker Compose and whitespace checks pass. Required Python 3.12/3.13 CI and governance passed. Dependency workflow run 34214129209 succeeded, including upload; GitHub confirmed artifact goal-dependency-freshness (631 bytes, sha256:dcf93cff4c04533d41627ad8c3ae52cf0c1664619f68ad84dcb278a330c533de).
