The dependency index still directed new cross-repository reports into costs and described an obsolete seed of wellmanifest/docs. Link version 3 of the canonical report in subactor/docs PR #26 at its exact committed revision, resolve current publication status through that PR, and preserve existing batch reports as historical evidence. Correct document routing to wellmanifest/docs 0.1.1 and distinguish references from CI enforcement.
Validation: canonical ownership, metadata, index and Git tracking checked in the report repository; local documentation links and git diff --check pass. The configured pre-commit hook refreshed the README cost badge. No calculation or dependency changes.
