Description

Prepares the v0.13.2 patch release, which ships #11. Linking Simkl and saving the Simkl Client ID now show and log Simkl's actual reason when it refuses (refs #8).

• package.json, the Helm chart, README, and docs/stable-release-gate.md move to 0.13.2 / v0.13.2. scripts/check-version-consistency.mjs v0.13.2 passes.
• Adds docs/release-notes-0.13.2.md.

After merging, tag the merge commit v0.13.2 to run the release workflow.

How Has This Been Tested?

Version and docs changes only. bun scripts/check-version-consistency.mjs v0.13.2 passes and prettier is clean. The code it ships was tested in #11.
