Changes

• Promote the CPA v8 client API key loading compatibility fix from fix(config): read client API keys from CPA v8 layout #887.
• Promote the retained-history pricing rebuild fix from fix(usage): rebuild pricing from retained history after cleanup #893 for supported usage cleanup.
• Promote the per-account history degradation fix from fix(usage): degrade account history when pricing is unrecoverable #894 when exact historical pricing cannot be recovered.
• Promote the three validated v1.14.2 publication files from chore(release): prepare v1.14.2 #895.
• Preserve the release update-index retry hardening already present in main; it is part of the v1.14.2 changelog delta but is not reintroduced by this promotion.

User Impact

After this promotion, main becomes the exact source for the v1.14.2 dry-run.

CPA v8 client API keys load correctly from access.api-keys. Instances that used supported Usage Maintenance cleanup can rebuild model pricing when retained history proves full coverage. If one account's historical pricing is unrecoverable, only that account's cost becomes unavailable instead of failing the whole account-history batch.

This PR does not itself publish a tag, GitHub Release, Docker image, update-channel pointer, or Telegram message.

Compatibility / Runtime Notes

• No database migration or configuration change is required.
• Deleted raw usage is not restored or synthesized.
• Pricing rebuild remains fail-closed when retained historical coverage is genuinely incomplete.
• Full Muse / Meta support continues to require CPA v7.3.4+.
• This remains within the frozen 1.x maintenance-only boundary.

Data / Security Notes

No new secrets or schema changes are introduced.

The historical-pricing fixes preserve exactness: an account contributes priced historical totals only when coverage can be proven; otherwise cost is explicitly unavailable while trusted permanent metrics remain readable.

Risk / Rollback

Risk level: Medium.

Do not tag or publish if promotion checks or the post-promotion dry-run fail.

Before publication, corrections must return through dev and a fresh release-content/promotion sequence. Published tags and immutable Releases must never be moved or recreated.
