[WIP] Fix failing GitHub Actions job Build docs

• Inspect the failing GitHub Actions run and identify the root cause in the Build docs job
• Make the smallest repository change needed to provide the notebook kernel required by the docs build
• Run a targeted local docs build to verify the fix
• Run final validation and summarize the results
