Bumps the nuspec version, both VersionPrefix values in Directory.Build.props and the module manifest version, and promotes the [Unreleased] sections of both changelogs to 3.2.0 and 4.8.0 (dated 2026-10-01). Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>
