test: skip live-sibling free-ai audit when free-ai absent (CI fix) - #8

The 'current sibling free-ai contract' test reads the real free-ai repo from the fleet sibling path, which exists in local dev but NOT in knowledge-base's CI (checked out alone) — so it failed every CI run (345/346 passing). Skip it when the sibling is absent; the fixture-based tests still cover the audit logic, and local dev still validates the real free-ai (verified: audit ok=true).
