Adds a same-origin changelog to the Knowledge Base operator dashboard with verified release milestones and explicit Roadmap and Source links. This completes Knowledge Base's part of sass-maker/fleet-workspace#60. Validation: cd app && pnpm check && pnpm build; Fleet design review evidence passes at 390, 768, and 1440 pixels.
