AppState+CrossProject.swift exceeded SwiftLint's 800-line hard limit (801 counted lines), failing CI. Extract the self-contained per-backend preflight resolution (MCP injection, ACP client spec, model split, background context) into `resolveStreamPreflight` in a new file. The block only reads `sessionKey` and returns a fixed set of fields, so the move is behavior-preserving. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
