Add i2c recovery api. Enable CONFIG_I2C_RTL87X2G_BUS_RECOVERY=y and set scl-gpios and sda-gpios under dts i2c node to enable the function. Signed-off-by: Yuzhuo Liu <yuzhuo_liu@realsil.com.cn>
