Motivation
Continue the unified configuration RFC by adding internal support for Staged configuration layers.
Changes
Shallowly merge glob maps in layer order, replacing the entire task for duplicate globs, including command arrays. Return a single definition unchanged and preserve the missing-config error.
When either the accumulated config or the next definition is a top-level task generator, the next definition replaces the accumulated config entirely. Subsequent glob maps merge from that point; task functions remain unevaluated until lint-staged runs them.
Shared-layer registration will follow separately.
