Nope. 652 vs 651 packages. Probably due to no install recommends flag

Strange - on my desktop machine civetweb installed automatically with civetweb-dev.
But let keep it for completeness.

Did you also use the norecommend flag? See

When I call:

zypper -n install --no-recommends --allow-downgrade  civetweb-devel

I got following output:

Seems to be you are right - civetweb-dev cmake wants that server has to be installed but does not include such dependency.
