CHANGELOG: prep release notes

I'm not sure if this is the best place/format for these long-term, but I wanted a place to draft the release notes other than in the GitHub web UI. This might aid with future release management that @ThisIsMissEm has proposed; if not, we can always move things around!

We'll want to revisit as things get merged/the milestone gets updated but the big picture should be good.
