Seconde partie de la livraison 8 de #362 : e-mail récapitulatif des tâches en retard au titulaire du poste de trésorier (au plus un par semaine, réservation atomique libérée si l'envoi échoue, plage de jour), copie au président après 14 jours de retard, bandeau si le trésorier ne peut pas être prévenu, branché sur le cron horaire existant (migration 047). Désactivé par défaut (accounting.reminders.enabled). Le message ne contient ni montant, ni nom, ni donnée bancaire (testé). Lien après connexion ajouté à la liste fermée de SafeRedirect.
Refs #362 (restent : import CSV, fin de la 10).
PHPUnit 3234 OK, npm 388 OK, PHPStan, Psalm taint, php-cs-fixer, budgets OK ; mutations tuées.
