Partie de la livraison 10 de #362 : rapport d'écarts des relevés après restauration (page /admin/restore et bin/restore-db.php, lecture seule), copie hors serveur des fichiers (bin/fetch-files.sh, testée avec un faux ssh : une panne de connexion n'est pas prise pour « dossier absent »), dossier des relevés créé en 0700 par deploy.sh.
Refs #362 (restent : 7 import CSV, 8 guidage et rappels, fin de la 10).
Tests sur arbre propre : Backup, Deploy, Accounting, Security (964 tests) OK ; PHPStan, php-cs-fixer, budgets OK.
