Summary
Visual checkpoint
The accepted v0.1 intentionally omits the two lower red arcs, raises the scale-start S, keeps the corrected per-scale numeral placement, and applies a restrained old-display softness. ALC, Id, and Vd remain informational labels.
Boundary
This is a preservation and reusable-component follow-up to #3151. It does not wire the meter into a production face, add commands or control authority, fabricate radio data, or change backend behavior.
Validation
The PR is draft so the accepted checkpoint cannot be forgotten while avoiding a new expensive CI/review cycle tonight. Mark Ready only when its normal exact-head review and frontend/visual CI can run.
